Chinese authorities are finding it harder to build an innovation economy than it was to construct a production economy. Alarmed by the increasing dominance of foreign firms in China's high technology industries, Beijing is pouring money into research and development institutes and subsidies for Chinese companies. But the kind of innovation China wants can't be bought -- and the kind the country needs to acquire can't be invented by the government.
